U.S. Republicans offer new plan in fiscal standoff

WASHINGTON (Reuters) - Republicans offered a new approach on Tuesday to resolve the U.S. fiscal standoff, proposing creation of a bipartisan panel to work on deficit reduction and find ways to end the government shutdown and make recommendations on a debt-limit increase.

The proposal, which was quickly dismissed by Democrats, came as House of Representatives Speaker John Boehner and President Barack Obama spoke by telephone shortly after Boehner adopted a slightly more conciliatory tone in comments to reporters.

"There are no boundaries here. There's nothing on the table, there's nothing off the table," Boehner said after a meeting with House Republicans, making no mention of his recent demands to delay parts of Obama's healthcare law in return for approving funds to end the government shutdown.

In their phone call, Obama said he would be willing to negotiate with Republicans once the U.S. government is re-opened and the threat of a default is lifted, the White House said.

The events offered rays of hope in a bitter fiscal stalemate that has shut down the federal government for eight days and threatens to prevent the raising of the country's $16.7 trillion borrowing limit before an October 17 deadline.

The possibility the government could default on its debt raised fears of potential global economic havoc, with foreign creditors and the International Monetary Fund's chief economist warning of the potential consequences.

"I think what could be said is if there was a problem lifting the debt ceiling, it could well be that what is now a recovery would turn into a recession or even worse," IMF chief economist Olivier Blanchard said.

Investors remain skeptical the parties are ready to resolve the standoff and are exhibiting increasing anxiety as the deadline for raising the debt ceiling approaches.

One of the stock market's most closely watched measures of investor nervousness, the Chicago Board Options Exchange Volatility Index, on Tuesday surged to its highest level since late June. The Standard & Poor's 500 index was down 0.75 percent in early afternoon trading.

In the U.S. Treasury market, a sale of $30 billion of 1-month bills maturing November 7, not long after the government is estimated to run out of cash to meet its obligations unless the debt ceiling is raised, met with the weakest demand in more than four years.

'FISCAL CRISIS'

Japan's finance minister said a failure by the United States to quickly resolve its political deadlock over government finances could damage the global economy.

"The U.S. must avoid a situation where it cannot pay (for its debt) and its triple-A ranking plunges all of a sudden," Japanese Finance Minister Taro Aso told reporters after a cabinet meeting.

"The U.S. must be fully aware that if that happens, the U.S. would fall into fiscal crisis," he said in the latest sign that Japan and China, the biggest foreign creditors to the United States, are worried the fiscal crisis could harm their trillions of dollars of investments in U.S. Treasury bonds.

But plenty of obstacles remain. U.S. Senate Democrats plan to introduce a bill this week to raise the government's borrowing authority by enough to last through 2014.

The measure, which must be discussed among Senate Democrats at a luncheon meeting on Tuesday, would not contain any of the deficit reductions that Republicans have demanded, a Senate Democratic aide said.

House Republicans emerged from their meeting saying they would insist that deficit-reduction talks with Obama as a condition for raising the federal debt limit.

Republican Representative Tom Cole of Oklahoma said it was important to get negotiations underway with Democrats. "If we have a negotiation and a framework set up, we can probably reach a way to raise the debt ceiling while the negotiation is in progress. But nobody is going to raise it before there is a negotiation," he said.

Republican leaders also unveiled the proposal for a 20-member committee to make recommendations on a debt limit increase and look at ways to rein in the country's deficits.

Under the legislation, the Republican House would name 10 members to the panel while the Democratic-led Senate would name the other 10. The panel would also make recommendations on a measure to fund the government for the 2014 fiscal year, ending the shutdown.

The plan is reminiscent of a failed 2011 "supercommittee" of Republicans and Democrats from the House and Senate that was asked to find trillions of new budget savings.

House Democrats, speaking to reporters, said they would reject the creation of such a panel. They want the government to reopen and the debt limit raised before entering any deficit-reduction negotiations.

Some House Republicans dismissed the prospect of a first-ever default.

"There's no way to default. There is enough money coming into the Treasury to pay interest and roll over principle," said Representative Justin Amash of Michigan, a favorite of the smaller-government Tea Party wing of the Republican Party.

Asked about warnings of catastrophic consequences if the debt limit is not increased, Amash told reporters: "I say it's patently not true what they are saying."

In the Senate, a Democratic aide said Democrats were hopeful they could get the 60 votes needed to overcome procedural hurdles in the 100-member Senate and pass a debt ceiling bill with no strings attached.

The measure would likely run into opposition from Senate Republicans such as Ted Cruz of Texas, who has been leading the drive to make delaying Obama's healthcare law a condition for raising the debt ceiling.

Considering the procedural roadblocks it could face, aides said they need to begin work on the legislation well before October 17, when Treasury Secretary Jack Lew has said the government will run out of borrowing authority.

Gardner named Calvary boys basketball coach

Tives Gardner has coached basketball at several levels, winning multiple boys state championships at Grant Middle School.

Now, the 41-year-old Springfield High School graduate is getting a chance at the high school varsity level. Gardner has been hired as the new boys head coach at Calvary Academy. Brittany Welk, the athletic director at Calvary, confirmed Gardner?s hiring on Monday.


?I knew my time was coming; my patience paid off,? Gardner said Monday. ?Sometimes I wondered why I didn?t get an opportunity earlier.


?But a buddy called me and said Calvary was looking for a coach. So I said, ?Why not?? I?m thankful to get the opportunity.?


Gardner will take over for Josh Heberling, who coached at Calvary the past two seasons. Heberling resigned a month ago in order to become an assistant coach at Blackburn College.


With a high school enrollment of 98, Calvary is Class 1A athletically. Gardner admits the small Christian school will be a contrast from Grant, where he had a successful six-year coaching stint from 2006-11.?


The Generals won three Illinois Elementary School Association state titles under Gardner, who also guided them to one third-place state finish and two second-place finishes. He still works at Grant as a security guard.


It also will be different from Springfield High, where Gardner was an All-City performer and later spent nine years as an assistant coach for the Senators before going over to Grant.?


Gardner also coached a local AAU boys team, Mid-America Elite, for four years. He stepped away from the coaching job at Grant to take care of his mother, Jerrolyn Gardner, who was battling cancer. She died in 2012.


?It?ll be a change, but they know my coaching ability,? he said. ?It?s a small school, but it?s an opportunity for me to do my thing and better my life, too.?


Welk also said Monday that Dallas Whitford is the new girls head basketball coach at the school. Whitford will take over for Welk, who resigned as coach because of family responsibilities.


Whitford also served as Calvary?s head softball coach last spring.

WASHINGTON (AP) ? Some Catholic priests are being barred from serving as chaplains to the military during the government shutdown. John Schlageter (SHLAG'-ah-tur), general counsel for the Archdiocese for the Military Services, says he knows of at least 15 military posts where priests were unable to minister or celebrate Mass this past Sunday because they're considered non-essential personnel. The lockout affects priests who are not in the military but are under contract to serve as chaplains. Noting that the government found a way for the military academies to play football this past weekend, Schlageter says, "There's no First Amendment right to the free exercise of football. There is a free exercise right to your religious faith." On Saturday, the House voted 400-1 to keep contract chaplains working during the government shutdown. Cosmic Concept: Laser-Powered Space Travel

Young K. Bae wants us to travel to the moon within hours, and to Mars within days. Rocket fuel won't allow our spacecraft to reach those speeds?Bae wants to do it with lasers.

Bae is the CEO of the Y.K. Bae Corporation, which researches space exploration and green technology with an eye toward applying high-powered photons. While many laser propulsion systems have been proposed, Bae's particular approach centers on firing the laser into a cavity between two mirrors. It started as another project entirely: the photon tether formation flight, seeking a way to move large space structures without contamination from rocket plumes. The lasers would be a smaller part of the system used to inflate other parts. When the results went far better than expected, Bae knew he had something else on his hands.

The concept of a photonic laser thrust system goes something like this: A laser is generated in a cavity between two mirrors, and fired between them continuously. The interaction of the photons between these two plates is then fired out of the launch platform. The platform remains in orbit, controlled by conventional thrusters. However, it fires at a craft, which does the brunt of the actual space travel. By continuously firing a laser at the craft, you can push it and allow it to build up momentum without chemical or nuclear fuel. And by reducing the need for fuel consumption, you also reduce the overall weight of the mission, creating more room for payloads, humans, and creature comforts.

"The initial scope was just inflating a larger structure with very modest photon thrust," Bae said. "That suddenly disappeared, and the wider horizon opened, which is that 'wow, this can be used for moving massive objects.'"

Bae has been working on the concept for years, originally receiving NASA Innovative Advanced Concepts (NIAC) funding in 2007 before that program was discontinued. But with NIAC's recent resurrection, Bae's research is back on track.

His big-picture plan starts with using laser propulsion in the coming decades on near-Earth space missions, journeys to the moon, and visits to near-Earth asteroids. Within 50 years, he hopes for phase two: Mars. After that comes the gas and ice giants in the outer solar system and their intriguing moons. And then, beyond: "We envision that humans can fly to other stars or other planets in other solar systems," he says.

One of the most intriguing parts about using laser propulsion for deep space journeys: There's the potential for in-flight gravity, or something like it. The system would create acceleration similar to 1g, meaning that astronauts would have their feet on the ground. "Once you accelerate, then that acceleration acts like gravity," Bae says. "Your feet will be toward the laser because of the acceleration. That way, I think the Star Trek?type of travel is possible."

What's holding Bae back? For one, you'd need tremendous power to realize such a mission with current technology. For even near-Earth and lunar missions, Bae estimates a requirement of 1 gigawatt of power, requiring a large amount of power to be generated by solar or nuclear power to generate the thrust.

Then there are the lasers themselves. As the distance between the photonic source and the craft increases, the signal spreads wider and wider, decreasing the precision of the guidance and reducing overall thrust. Think of it like shining a flashlight. Up close, the light is easy to narrowly direct to a particular object. But shining it on something farther away spreads the light out more, covering a wider distance but with less luminosity. Now, for a laser that's supposed to be shooting precise guidance lasers, tshis becomes a problem. So while near-Earth and Martian flights will be okay, problems will arise getting farther and farther away. One compensation is the idea of doing smaller platforms to create a "photonic railway," each acting as a sort of refueling station in between to get the craft where it needs to be. But Bae wants to also control the problem of the lasers spreading themselves too thin. Bae has his eye on research into Bessel beams, which don't diffract, and therefore could be fired at a spacecraft from farther away.

Bae isn't worried. He cites Moore's Law frequently, which lays out the way computers exponentially increase in capacity over time. He believes that once the ball is rolling on laser propulsion technology, increasing sophistication will follow, and quickly. "High-power laser technology and high-power optics technology are rapidly evolving," he said.

"Eventually, once we utilize resources in the solar system, then we'll have the power to go to the other stars or planets in other solar systems," he says. "That's stage four, and I'm thinking that will happen in another 100 years or so."

With optical fibre networks gradually approaching their theoretical capacity limits, new types of fibres such as multicore fibres have been at the focus of worldwide research to overcome critical capacity barriers, which threaten the evolution of the Internet. The University of Bristol in collaboration with the National Institute of Information and Communications Technology (NICT) have demonstrated successfully for the first time a multicore fibre-based network, which will form the foundation for the future Internet infrastructure.

The research relies on Space Division Multiplexed (SDM) provided by the multicore fibres and on Software Defined Network (SDN) control, which are considered promising solutions to fulfil and control the ever-increasing demand for data consumption in communication networks.

This collaborative work between the High Performance Networks Group at Bristol and NICT, Japan, represents the first successful demonstration of a fully functional multicore fibre network taking advantage of the flexibility and intelligence that SDN can offer in order to provide services to emerging Internet applications such as global cloud computing.

The Bristol research team developed the SDN control based on extensions of the OpenFlow protocol and provided the novel network node equipment while NICT contributed multicore fibres (MCFs) and new transmission techniques based on self-homodyne detection (SHD).

The implemented OpenFlow interface dynamically configures the network nodes in a way that the network can deal more effectively with application specific traffic requirements such as bandwidth and Quality of Transport.

With the growing popularity of OpenFlow, this demonstration is believed to bring multicore fibre networks one big step closer to their practical realisation.

Professor Dimitra Simeonidou, Head of the High Performance Networks Group at the University of Bristol, said: "Although most on-going research has been concentrating solely on the improvement of data throughput and transmission distance of point-to-point links, it has become apparent that the success of new fibre technologies will be strongly governed by its applicability to optical networks together with an adequate control of all required network functions.

"From the viewpoint of network control, Software Defined Networking (SDN) has been recently gaining increasingly attention as a technology that enables network operators to easily adapt their network infrastructure to quickly changing user or application requirements and improve network efficiency. Up to now, however, SDN has been applied only to optical networks based on single-core fibres and therefore restricted to the capacity bottlenecks of the current fibre infrastructure."

In the future, Bristol and NICT hope to further improve their network technologies on both the software and hardware side and work with network operators to demonstrate the practical realisation of multicore fibre networks.

Mich. business, labor leaders call for pipeline OK

LANSING, Mich. (AP) -- Michigan's business and labor leaders are calling on the Obama administration to approve the Keystone pipeline.

The long-delayed project to carry oil from Canada's oil sands to Texas Gulf Coast refineries has become a flashpoint in the climate change debate.

Groups like the Michigan Chamber of Commerce and Michigan Building and Construction Trades Council are joining some Republican and Democratic state legislators to push the project. They will hold a news conference Tuesday in the state Capitol to say the five-year wait since the initial application is long enough.

The pipeline wouldn't run through Michigan, but supporters say it would help the U.S. economy and be a step toward North American energy independence. Environmental groups say it would contribute to global warming, and they worry about a spill.

The Discovery Institute is Mad at Ball State University for Offering the Most Awesome Class Ever

A couple months ago, I wrote a bit about Ball State University, its president,?Jo Ann Gora,?and a science class that was not very scientific.

I was pretty excited to be writing about BSU because Gora was taking a stand for all that is good and true in this world ? namely, teaching science in science classes.

After Ball State hired a professor (Eric Hedin) who was encouraging the ?theory? of Intelligent Design in his physics class, the Freedom From Religion Foundation filed a complaint. In a great move, Gora and Ball State put the kibosh on that situation, drawing the ire of The Discovery Institute. A representative from the pro-creationism group criticized Gora, calling her insistence of teaching science in science courses ?Orwellian.?

Since then, it seems that they have been keeping their beady little eyes on Ball State, ready to spring into action for any real or perceived religious offenses.

They found what they were looking for in an honors course called ?Dangerous Ideas.?

Here?s the description from the course textbook (edited by John Brockman, who runs the popular Edge.org website):

From Copernicus to Darwin, to current-day thinkers, scientists have always promoted theories and unveiled discoveries that challenge everything society holds dear; ideas with both positive and dire consequences. Many thoughts that resonate today are dangerous not because they are assumed to be false, but because they might turn out to be true.

What do the world?s leading scientists and thinkers consider to be their most dangerous idea? ??From using medication to permanently alter[ing] our personalities to contemplating a universe in which we are utterly alone, to the idea that the universe might be fundamentally inexplicable,What Is Your Dangerous Idea??takes an unflinching look at the daring, breathtaking, sometimes terrifying thoughts that could forever alter our world and the way we live in it.

I think the book sounds awesome, and I would kill to go back and take that course, so it is of no surprise to me that The Discovery Institute is throwing a fit over it.

John West, the vice president of the Discovery Institute, wrote a 10-page letter to Gora. 10 pages. That?s a lot of space to expound on one?s ignorance. It includes lines like this:

This completely one-sided book appears to be one long argument for atheism.

Indeed, its contributors declare that ?Science Must Destroy Religion,? that ?There is no God, no Intelligent Designer; no higher purpose to our lives,? and even that science should assume the role currently played by religion and that scientists should function as our ?high priests.?

Here?s the thing. The reason religion probably comes off as the villain in some of these essays is that? well? it?s kind of been the villain when it comes to the progress of science. Remember that whole Galileo incident? Yeah, us too.

But the Institute insists that this course violates a policy that Gora put in place that forbids ?faculty from favoring or endorsing one side of a religious debate over another.?

Further complicating the issue, the course is in the English ? not science ? department, so it?s not as simple as whether or not Creationism has a place in the science class room (hint: It does not).

Ball State is responding by formally reviewing all of its honors classes, according to university spokeswoman Joan Todd.

The review will include the qualifications of the faculty member to teach the course material, the course content, and the appropriateness of the course pedagogy. It will occur prior to the semester in which the course is offered. Courses scheduled to be offered in spring 2014, as well as those about which concerns have been expressed, are currently under review.

Kind of sounds like a massive waste of time and resources, but as long as it quiets the Discovery Instituters, I guess that?s one problem solv?Wait? what?s that you say? They still aren?t satisfied? Color me shocked!

We are seriously concerned about whether the subcommittees being established will apply the same standards fairly and equally to all faculty. In particular, we will be looking at the make-up of the various committees to see if they are as ideologically one-sided as the ad hoc committee appointed to investigate Eric Hedin.

I?ll give you a second to recover from the fact that the Discovery Institute is accusing?anyone else ever of being ?ideologically one-sided.?

West?s letter to The Star Press continued:

We gave BSU an opportunity to clarify what it is doing, and to show that it is applying its policies in a fair and legal manner. Because BSU has refused to clarify what it is doing or answer our questions, we will be forced to seek another remedy.

Christ. Now they?re going to sue Ball State? According to The Star Press, the Institute wants the qualifications of three other faculty members to be investigated in what appears to be retaliation for the FFRF questioning the qualifications of Hedin, the science teacher who was reportedly touting Christianity in his science class.

I don?t want to jump to any conclusions about the Dangerous Ideas course because I haven?t seen the course description. However, I do think that there is a massive difference between teaching students that science must destroy religion and teaching students that someone said ?Science must destroy religion,? which seems a more likely subject matter for an honors English course and something worth debating.

Assuming the latter is what?s really going on here, I don?t think the Discovery Institute really has a leg to stand on. I would love for Gora to take this opportunity to take another stand for academic integrity.

Gora is conferring with BSU?s board of trustees before giving a response to the Institute?s letter later this week.

According to a Finnish study, women with eating disorders are less likely to have children than others in their age group. The discrepancy is the most apparent in anorexia sufferers. In this group, the number of pregnancies was less than half of that of the control group.

The likelihood of abortion was more than double for bulimics than for others in the same age group. Meanwhile, the likelihood for miscarriage was more than triple for binge-eating disorder (BED) sufferers. For women who had been in treatment for BED, nearly half of their pregnancies ended in miscarriage.

"Early recognition, effective care and sufficiently long follow-up periods for eating disorders are crucial in the prevention of reproductive health problems," states researcher Milla Linna from the University of Helsinki, Hjelt Institute.

Eating disorders are common in Western countries, particularly among girls and young women. It has been estimated that 510% of all young women in developed countries suffer from an eating disorder at some point in their lives.

Conducted jointly by the University of Helsinki and the National Institute for Health and Welfare, the 15-year register-based study examined the reproductive health of patients treated at the eating disorder clinic of the Helsinki University Central Hospital in 19952010 and a control group. Members of the control group were of the same age and gender and from the same region as the patients. More than 11,000 women participated in the study, of which 2,257 were patients of the eating disorder clinic and 9,028 were control group members.

"This study does not provide an explanation for the reproductive health problems observed in women with eating disorders. Based on previous research, however, it seems likely that the problems can at least partially be attributed to the eating disorder. Both being underweight and obese are known to be associated with the increased risk of infertility and miscarriage. Eating disorders also often involve menstrual irregularities or the absence of menstruation, which may lead to neglecting contraception and ultimately to unwanted pregnancies," hypothesises Linna.

A follow-up study is currently underway, focusing on the course of the pregnancies and deliveries of women who have had eating disorders.

According to a Finnish study, women with eating disorders are less likely to have children than others in their age group. The discrepancy is the most apparent in anorexia sufferers. In this group, the number of pregnancies was less than half of that of the control group.

The likelihood of abortion was more than double for bulimics than for others in the same age group. Meanwhile, the likelihood for miscarriage was more than triple for binge-eating disorder (BED) sufferers. For women who had been in treatment for BED, nearly half of their pregnancies ended in miscarriage.

"Early recognition, effective care and sufficiently long follow-up periods for eating disorders are crucial in the prevention of reproductive health problems," states researcher Milla Linna from the University of Helsinki, Hjelt Institute.

Eating disorders are common in Western countries, particularly among girls and young women. It has been estimated that 510% of all young women in developed countries suffer from an eating disorder at some point in their lives.

Conducted jointly by the University of Helsinki and the National Institute for Health and Welfare, the 15-year register-based study examined the reproductive health of patients treated at the eating disorder clinic of the Helsinki University Central Hospital in 19952010 and a control group. Members of the control group were of the same age and gender and from the same region as the patients. More than 11,000 women participated in the study, of which 2,257 were patients of the eating disorder clinic and 9,028 were control group members.

Steubenville rape case grand jury issues charges

COLUMBUS, Ohio (AP) ? An employee in the same district where two Ohio high school football players were convicted of raping a 16-year-old girl was charged Monday with interfering with a criminal matter, the first charges brought by a grand jury investigating whether other laws we broken in connection with the rape case.

The indictment announced by Attorney General Mike DeWine charges William Rhinaman with tampering with evidence, obstructing justice, obstructing official business and perjury.

Without elaborating, DeWine said the charges are related to Rhinaman's job as an information technology employee at the Steubenville City Schools.

"The only thing I can is that the grand jury investigation continues," DeWine said.

DeWine announced the grand jury March 17, the same day a judge convicted two Steubenville High School football players of raping the West Virginia teen after an alcohol-fueled party in August 2012 following a football scrimmage.

Rhinaman, 53, of Mingo Junction, was arrested after the charges from Friday's indictment were made formal, DeWine said. He was scheduled to make his first court appearance Wednesday.

Rhinaman's lawyer denied the charges against his client.

"Our position is he did nothing wrong," said attorney Stephen Lamatrice, who declined further comment.

Steubenville schools Superintendent Mike McVey said Monday he was aware of the situation and promised to issue a news release Tuesday.

Allegations of a cover-up dogged the rape case, despite charges being brought against the boys shortly after the attack. Attention was fueled by online activists who said more players should have been charged. Three teens who saw the attacks, including two players, were granted immunity in exchange for their testimony.

A key issue before the panel has been whether adults such as coaches or school administrators knew of the rape allegation but failed to report it as required by state law.

The grand jury has worked off and on since beginning work April 30. That day, investigators searched Steubenville High School and the local school board offices.

Investigators also searched Vestige Digital Investigations, a digital forensics storage company in Medina, in northeast Ohio. The company's connection to the case was unclear, and it has denied it's the subject of a criminal investigation.

Targets of US raids planned terrorism in Kenya

NAIROBI, Kenya (AP) ? U.S. interrogators headed to an American warship in the Mediterranean to question a suspected Libyan al-Qaida operative linked to the bombings of U.S. embassies in Africa, as new details emerged Monday about plots planned by a Kenyan militant who escaped a U.S. raid in Somalia.

The two operations, thousands of miles apart in Africa and approved by President Barack Obama, signaled an American readiness to go after militants in nations where authorities are unable to do so, even years later.

The suspect captured in Tripoli is under U.S. federal indictment but was being held in military custody aboard the USS San Antonio in international waters ? detained under the laws of war as an enemy combatant.

A computer expert known as Abu Anas al-Libi, he is accused of using an early-generation Apple computer to assemble surveillance photographs in Nairobi ahead of the deadly 1998 bombing of the U.S. Embassy, according to a former U.S. law enforcement official.

The surveillance information was presented to Osama bin Laden, who approved the bombing, said the official, who spoke on condition of anonymity because he wasn't authorized to speak about the case.

Meanwhile, a Kenyan intelligence report asserted the country had foiled attacks plotted by Abdulkadir Mohamed Abdulkadir, the Kenyan militant who eluded capture by a team of U.S. Navy SEALs in a pre-dawn raid in Somalia on Saturday. Also known as Ikrima, he was identified as the lead planner of a plot by the al-Qaida-linked al-Shabab militant group targeting Kenya's parliament building and the United Nations office in Nairobi in 2011 and 2012.

The report by Kenya's National Intelligence Service, which was leaked to The Associated Press and other media in the wake of the Sept. 21 terror attack on Nairobi's Westgate Mall that killed more than 60 people, lists Samantha Lewthwaite ? a Briton dubbed the "White Widow" ? as one of several "key actors" in the plot, which also targeted Kenyan military installations and top Kenyan political and security officials.

Lewthwaite, who was married to one of the suicide bombers in the 2005 attack on London's transit system, escaped capture when she produced a fraudulently obtained South African passport in another person's name. Late last month, Interpol, acting on a request from Kenya, issued an arrest warrant for Lewthwaite.

The report makes no mention of Abdulkadir in relation to the Nairobi mall attack, though in an entry dated exactly one year before the start of the four-day siege, it said al-Shabab operatives in Nairobi were planning to mount "suicide attacks on an undisclosed date, targeting Westgate Mall and Holy Family Basilica."

Frank Cilluffo, director of George Washington University's Homeland Security Policy Institute, said the Navy SEALs operation in Somalia underscores the threat posed by the convergence of insurgent groups, particularly al-Shabab and the Yemen-based al-Qaida in the Arabian Peninsula.

While Ikrima may not be a household name, he said, "you have someone who is truly a go-between between al-Shabab, AQAP and probably al-Qaida central."

"What you're seeing is some of the pooling of these various entities and between various organizations," said Cilluffo. "And you are starting to see convergence of individual actors and of even planning and operations."

Cilluffo said the raid suggests that the U.S. is going after top-level terrorists who are targeting foreign and Western interests, rather than those focused on internal Somalia attacks.

Obama approved both operations independently, White House spokesman Jay Carney said Monday, saying it was "a coincidence" they happened at the same time.

As of Monday, the captured Libyan, al-Libi, had not been read his rights to remain silent and speak with an attorney.

It is unclear when he will be brought to the U.S. to face charges. The Obama administration has said it can hold high-value detainees on a ship for as long as it needs to. In 2010, a judge ruled the government could prosecute a terror suspect in New York, despite holding him for five years in CIA and military custody because the government has the authority to do this during wartime.

Al-Libi was indicted in Manhattan federal court in 2000, accused of carrying out "visual and photographic surveillance" of the U.S. Embassy in Nairobi before it was bombed in 1998. He also participated in possible planning of attacks on British, French and Israeli targets in Nairobi, according to the charges.

Former U.S. intelligence officials and military files indicate al-Libi traveled in jihadist circles for decades, using his skills as a savvy computer expert for al-Qaida. He turned up in remote corners of the world: Peshawar, Khartoum and Kabul, mingling with other Libyan militants.

After the 9/11 attacks in 2001, he fled with other al-Qaida operatives to Iran. After several years, he managed to leave the country under murky circumstances and make his way to the lawless areas of northwest Pakistan, where al-Qaida had once flourished. He then went to Libya prior to the fall of Moammar Gadhafi's government and was reunited with his family, according to the officials, who spoke on condition of anonymity to discuss the sensitive case.

Al-Libi, the former officials said, had been involved in battling Gadhafi's forces. All the while the CIA and FBI tracked his movements, waiting for the opportunity to pounce.

Once the Gadhafi regime fell in 2011, the U.S. intelligence community began focusing on trying to capture al-Libi. The U.S. Army's Delta Force worked with local Libyans to apprehend him. One of the New York FBI's counterterrorism squads ? CT-6 ? played a significant role.

AMD's graphics card comeback the new R7 series, R9 series and Mantle

It's been a tricky couple of years for AMD's graphics card division. Not because the last batch of Radeon HDs were bad, but because the competition's offerings were often better -- and because improvements in integrated graphics have hurt demand for discrete GPUs in general. However, as was revealed a couple of weeks back, AMD has a plan. The company's latest R7 and R9 cards don't only notch up the FLOPs, but also come with support for something called "Mantle" -- a programming tool which unifies game development across PCs and consoles, and which promises superior visual performance so long as developers make AMD-specific versions of their games to exploit it. We'll look at Mantle in greater detail in a moment, but for now what matters is that all of AMD's new cards support it -- from the lowliest R7 240 right up to the huge R9 290X -- and that's why they're each worthy of a detailed breakdown.

The reasoning behind Mantle runs something like this: Historically, in terms of game graphics, consoles have been able to do more with less, because game developers were able to tune their code at a very deep level to the unchanging silicon architecture at the heart of each generation of machine. PCs, by contrast, did less with more: they had upgradeable silicon that tended to be more powerful, but they were held back by traditional, GPU-agnostic programming tools like DirectX and OpenGL. Finally, the argument goes, Mantle will allow PCs to do more with more, since it's a shallower API that gives developers better access to everything a cutting edge CPU and GPU has to offer.

Mantle would have been dismissed as craziness just a year ago, since AMD lacked the clout to put its own API forward. But now that the company effectively owns the next generation of console graphics, such that numerous developers may end up using Mantle-style code regardless of any explicit intention to snub NVIDIA, the new API starts to make a lot of sense. Indeed, every single one of AMD's new cards, as well as its existing Graphics Core Next (GCN) branded cards, has a direct familial connection to the silicon found in the PS4, Xbox One and Nintendo Wii U, thereby making it potentially capable of better graphics than its raw specs might suggest -- although we'll have to wait a while before we can put this to the test, for example with EA DICE's Mantle update for Battlefield 4 due in December.

4K and Eyefinity

Moving onto the hardware itself, AMD isn't quite ready to reveal full specs or pricing for its highest-end card, the R9 290X. This also happens to be the card with the newest silicon design, since lower cards are based on existing Graphics Core Next (GCN) architecture. However, we're guessing it'll be somewhere around the $500 RRP of the current flagship, the Radeon HD 7970. Regardless of the exact price, it's safe to assume that this card will be geared towards 4K (3,840 x 2,160) and triple monitor resolutions. To get around the frame-rate limitation of 4K over first-gen HDMI, AMD is pushing for a new VESA standard to make it easier to set up 4K displays that stitch together inputs from two separate HDMI cables. Meanwhile, the focus on Mantle, TrueAudio and the various display standards, along with a general reduction in dollars-per-FLOP in the Rx series, will cause older cards to be phased out very abruptly -- so expect to see some wild discounts in the next couple of weeks. (But don't pick up anything less than a GCN-branded card if you want to see what Mantle has to offer.)

The $299 mid-range

The R9 280X occupies the traditional "sweet spot" in AMD's line-up, promising good frame rates in current games up to 2,560 x 1,440. Tomb Raider is claimed to run at around 38 fps at this res, even with TressFX hair extensions enabled, versus 28 fps delivered by NVIDIA's GTX 760, based on AMD's official benchmarks. (A side note: TressFX 2.0 is on its way, which will allow the rendering of 12 thousands separate strands of hair in a single scene.) The underlying silicon in 280X is essentially a tweaked version of the GPU in the current Radeon HD 7970, with 2,048 stream processors that are capable of delivering up to 4.1TFLOPs of compute power and draining up to 250 watts of energy from the wall. The card also comes with the necessary 3GB of GDDR5 (with 384-bit bandwidth) to be recommended for use with Battlefield 4.

1080p gaming for $199

At the bottom of the R9-branded stack comes the 270X, which starts at $199 and is built to achieve playable frame rates at 1080p on the latest games. AMD's official benchmarks put it head-to-head with the GTX 660 and give it a 25-50 percent advantage in frame rates on games like Tomb Raider, Battlefield 3 and Hitman Absolution. The 270X has around two thirds as many stream processors as the 280X and hence around two thirds of the FLOPS, and it comes with 2GB of 256-bit GDDR5. Power consumption falls roughly in proportion, down to 180 watts. Noise is also a big deal with cards in this bracket, and AMD promises that its PowerTune feature now has much more control over the fan, allowing RPM to be adjusted smoothly over time rather than in distracting jolts.

Sub-$150 R7 cards

Finally, we come to the lower-priced segment that -- according to AMD -- constitutes 90 percent of the entire graphics card market. Working from top to bottom, the R7 range starts with the 260X at $139, which comes with 2GB of GDDR5, 896 stream processors, a clock speed of up to 1.1GHz and 1.97TFLOPS of max compute. This offer performance that is broadly equivalent to the Radeon HD 5870 from two product cycles ago, except with $250 taken off that old card's price.

Just like the R9 cards, this R7 comes with TrueAudio processing, enabling relatively accurate virtual surround sound within games that make use of the technology, as well as the playback of over a hundred separate voices instead of the 10-15 that is the norm in a lot of PC titles.

Next comes the R7 250 at just $89, which has half the performance of the 260X, burns just 65 watts and comes with either 1GB of GDDR5 or 2GB of DDR3 depending on the configuration. Memory bandwidth is 128-bit, so it'll be interesting to see how independent reviewers rate this card's ability to handle current games. These same memory configurations will also be found on the R7 240, which is a low-profile card aimed at HTPCs and other systems -- although it still needs a fan to dissipate its 30-watt power draw. This R7 240 represents AMD's cheapest card, with just 499GFLOPs of compute, although we don't have an exact price for it just yet.

Kidderminster magic night to conjure up funds for Cancer Research

A KIDDERMINSTER magician is hoping to conjure up funds for Cancer Research at a comedy and magic night.

Jamie Curtis, a zookeeper at West Midland Safari Park by day, is hosting the event for Cancer Research as his mother Karen Millard is battling the disease.

He said: ?Unfortunately, my mum?s had it a few times and she was diagnosed again about a year and half ago. It?s there to stay now. It?s in her lungs and it?s trying to get into her bones. Cancer Research has done a lot for us.?

The evening of magic and comedy will be held at Carters Bar in Kidderminster on Friday, October 25.

Mr Curtis, originally from Essex, added: ?I started performing magic three or four years ago. I haven?t been doing it very long but I?ve taken it up with a huge passion. Everyone seems to think I?m pretty good. Magic?s become a huge thing over the last few years.?

The evening will include six up and coming comedians followed by close-up magic by Mr Curtis, a second magician and a special guest.

Mr Curtis has invited friends from Essex and the London circuit to perform at the event and hopes that it could become a monthly show.

He added: ?There?s not a lot of entertainment in Kidderminster. I want to have people want to come into the town. I?m hoping to draw a big crowd.?

Tickets cost ?5 and are available from Carters Bar or cost ?8 on the door.

Oil companies in Somalia must deal with central government: Minister

LONDON (Reuters) - Oil companies eyeing Somalia's exploration potential must sign contracts only with its central government, a minister said, dismissing as invalid existing deals between regional governments and companies such as Genel Energy.

The East African coastline has rapidly emerged as one of the world's hottest oil exploration areas. Waters off Somalia, a country trying to put two decades of armed chaos behind it, are expected to be the next on the radar of oil and gas companies.

Some companies have already started to move in, but they have signed contracts with the governments of two different regions, the breakaway Somaliland enclave in the case of London-listed Genel and Norway's DNO, and semi-autonomous Puntland in the case of Canada's Africa Oil Corp.

"From the perspective of the government these are not valid licences and they (the companies) should start negotiations with the federal government," Somali Minister of Natural Resources Abdirizak Omar Mohamed said on the sidelines of a conference.

"There are legal questions that need to be addressed."

Genel declined to comment on what the minister said, while Africa Oil and DNO could not immediately be reached for comment.

The central government in Mogadishu faces a huge task in trying to unite a nation with devolved powers after two decades of war and clan strife.

U.N. monitors warned in a report in July that Western commercial oil exploration in disputed areas of Somalia and discrepancies over which authorities can issue licences to firms could spark further conflict in the country.

The minister said security conditions were "sufficient" for companies that have contracts dating from before a civil war started in 1991 to return and end long periods of force majeure.

"We will honour their concessions. We will honour their rights. We want them to come back," he said, appealing to the world's largest oil company Exxon Mobil and Shell, which both had a presence prior to 1991.

In addition to the ongoing security concerns - in focus after the September 21 Westgate mall attack in neighbouring Kenya which killed at least 67 people - Somalia is yet to adopt a new petroleum law, an issue that Omar Mohamed conceded was taking "some time".

Soma Oil & Gas, a privately owned London-based company, took the plunge into Somalia earlier this year, signing a deal with the government to provide it with geological data.

When asked about the threat from pirate attacks, Soma pointed out that their incidence has fallen in the last two years due to increased naval patrols and the presence of armed security teams on ships.

Omar Mohamed was also hopeful of an end to a row between Kenya and Somalia over their maritime border, another potential threat to the hunt for resources in that part of the world.

"Somalia is ready to start a dialogue with Kenya and start discussions and resolve it in a peaceful way," he said of the frontier dispute.
