Italy to outline youth jobs plan as government struggles

ROME (Reuters) - Italy's new government, already sinking in opinion polls and riven by internal disputes, on Wednesday lays out its plans to address one of the main causes of public anger - soaring unemployment among young people.

But the left-right coalition's room for maneuver even to address this pressing problem is restricted by Europe's second-biggest debt, the longest recession in at least four decades, and a long list of campaign promises.

The coalition between Prime Minister Enrico Letta's center-left Democratic Party (PD) and Silvio Berlusconi's center-right People of Liberty (PDL) was formed only last month but has already run into trouble.

Berlusconi is besieged by court cases, Letta's own party is badly split over whether it should even be in an alliance with the scandal-plagued media magnate, and the two factions bicker openly on a daily basis.

The government's approval rating fell last week to 34 percent from 43 percent just two weeks earlier, according to an SWG poll.

Public disgust with the traditional parties for not turning around an economy chronically stagnant over the past two decades handed the anti-establishment 5-Star Movement a quarter of the February national vote, a third of it from 18- to 24-year-olds.

The 5-Star now is the main opposition bloc, and what little cash Letta had to spend has gone to suspending a property tax to satisfy Berlusconi's demands, and funding subsidies for idled factory workers, a program dear to the left-wing unions.

That is why the government is proposing low-cost policy changes for now, like tweaking hiring rules and seeking more funding for a European Union job-training program.

But Letta has said that youth employment is his government's top priority, knowing that it is one of the few issues that both the sides agree on, and aware that addressing the problem will steal some of the thunder from the 5-Star opposition.

Labor Minister Enrico Giovannini meets unions and employers at 1400 GMT (10 a.m. EDT)on Wednesday to illustrate the plans to turn around youth unemployment, now at almost 40 percent nationally and near 50 percent in the more economically depressed south.

YOUTH VOTE

In the national election three months ago, young people voted overwhelmingly for political change by seating the youngest parliament in post-war history. But the older PD party leaders and the 76-year-old Berlusconi are still pulling the strings behind the scenes.

Though short on political clout, young lawmakers do not hesitate to underscore the plight of their generation and what is at stake.

"It is clear that if we don't act now to create jobs for young people, in 10 years time there won't be enough workers to pay their own parents' pensions, and the country will be dead," Anna Ascani, a 25-year-old PD lawmaker, told Reuters.

Italy has the third-oldest average population in the world, behind only Japan and Germany, and there are only three working-age people for every pensioner, the second lowest proportion globally to Japan, United Nations data show.

More than 60 percent of young Italians expect to be poorer than their father and mother were, and 38 percent live with their parents because they cannot afford their own housing, according to a study by pollster SWG published on Tuesday.

A separate report by the national statistics institute ISTAT said millions of Italians cannot afford to heat their homes properly or eat meat, driving home the magnitude of the economic challenge confronting the Letta government.

Obama voices concern to Lebanon on Hezbollah role in Syria

WASHINGTON (Reuters) - U.S. President Barack Obama told his Lebanese counterpart on Monday he was concerned about Lebanese Hezbollah militants fighting in Syria to support Syrian President Bashar al-Assad, the White House said.

Obama and Lebanese President Michel Suleiman spoke by telephone the same day Syrian activists said about 30 Hezbollah fighters and 20 Syrian soldiers and militiamen loyal to Assad had been killed in the fiercest fighting this year in the rebel stronghold of Qusair.

Lebanon has maintained a policy of "dissociation" from Syria's 2-year-old conflict. But many Lebanese officials believe their country is at risk of being dragged into the civil war, which the United Nations says has killed 70,000 people.

"President Obama expressed his appreciation to President Suleiman and the Lebanese people for keeping Lebanon's borders open and hosting refugees from Syria, and pledged continued U.S. support to help Lebanon manage this challenge," the White House said in a statement summarizing their phone call.

It said the two leaders agreed that "all parties should respect Lebanon's policy of disassociation from the conflict in Syria and avoid actions that will involve the Lebanese people in the conflict."

Sunday's death toll in Qusair highlighted the increasing intervention in Syria by Assad's allies in Hezbollah, a Shi'ite guerrilla group originally set up by Iran in the 1980s to fight Israeli occupation troops in south Lebanon.

"President Obama stressed his concern about Hezbollah's active and growing role in Syria, fighting on behalf of the Assad regime, which is counter to the Lebanese government's policies," the White House said.

Lebanon suffered its own civil war from 1975 to 1990 and endured a military presence by Syria, its historically dominant neighbor, for 29 years until 2005.

Jed Kleckner: Local Businesses Growing With Gen D (Generation Delivery)

Today's get it now society wants more than just a cool phone with instant access to news, friends and family - they want dinner served up too.

Mealtime planning has shifted with the generations. In the 1950s, TV dinners became the convenient meal while takeout gained traction in the 70s. In the 1990s, speedy delivery became popular at pizza joints while in the Internet era, online ordering started gaining traction with techies and early adopters. Today, on-demand delivery is common for busy professionals and urbanites with a couple of clicks on a web site or through the tap of an app. Delivery helps drive revenue for local businesses, such as restaurants, across the U.S. by reaching more customers in the neighborhood. This new delivery focused mindset makes up Gen D -- the delivery generation.

Industry analysts see one of the key growth drivers for the restaurant industry and other retail or service-oriented businesses is through offering delivery. According to NPD Group, food delivery is a $75 billion business and a survey from The Boston Consulting Group (BCG) found that already nearly 10 percent of online shoppers want same day delivery in their online shopping experience. BCG also found that affluent millennials are willing to pay up to $10 for same day delivery.

While larger chains are struggling with the shift from next day to same day, local businesses are already profiting from Gen D.

Hoboken, New Jersey's Biggie's Clam Bar has been family-run for four generations. Today, delivery is a substantial 35 percent of their business mix and they have regulars who order delivery as often as others come into the restaurant. "We get online orders from business pros leaving their Manhattan office asking for dinner to be delivered when they arrive home," said Steve Ranuro, great-grandson of founder Joseph "Biggie" Yaccarino. "We have a personal connection with the folks who order online and find that they will order a wider selection of entrees off the menu while many of our in-store regulars stick with the burger or clams they always eat."

Ranuro noted that delivery helps keep Biggie's sales consistent, solving a real yield management problem for restaurant or store owners. "In the past, we might have a slow night when it rains or is less than ideal to travel. Now, our deliveries balance out the slower in-house periods of the day or week to keep our neighborhood customers engaged with Biggie's even when they're not in the restaurants."

Good quality food runs in the family also at De Pasada, a Mexican restaurant in Chicago serving up tortas, tacos, tostados and more. While the restaurant has a small web presence, the owners consider online delivery "free marketing for the business". Greg Espinoza convinced his father to add online delivery. He finds it more convenient for processing orders than fielding phone calls and the overall restaurant revenue is up approximately 30 percent.

In the restaurant business, it's essential to manage against expenses. With high real estate costs for New York City-based restaurants delivery has become an essential component of managing the bottom line. 3 Star Diner, which is open 24-hours, gets half of their revenue from delivery. Nicholas Kirakakis, who runs the diner with his father, found online delivery a natural extension of their core business. He's seen a generational shift of online orders coming primarily from younger customers, which also include emoticons like smiley faces in the special instructions. And he's smiling from the higher average online order.

Gen D also shops their neighborhood whenever possible. In a recent delivery.com customer survey of 5,400 people across the USA, more than 65 percent said they shop from local stores and neighborhood restaurants. These locavores also order dinner for delivery at least once a week.

The local delivery landscape is ever changing as Gen D wants everything delivered. delivery.com offers instant ordering from spirits/wine and grocery stores, which are also seeing an increase in sales through new customers in their respective neighborhoods. "Delivery brings us closer to our neighbors who are a few blocks away in Gramercy," said Michael Buckley, president, Gramercy Wine Cellars. "While many Manhattanites will pick up a bottle of wine from the shop closest to them, our customers are drawn to the convenience of online delivery, ordering a special scotch or robust red wine on their way out work of so it arrives when they get home."

From spirits to split pea soup delivery, Gen D empowers the local economy by driving incremental sales for small businesses. These entrepreneurs are the job creators, creating two thirds of all new jobs and accounting for half the sales in the U.S. according to BCG. With small businesses looking for new ways to thrive in today's economy, accessing Gen D with online delivery is the way to go.

Leader of Toots and the Maytals injured at concert

(AP) ? Officials say the leader of the reggae band Toots and the Maytals was injured when a 19-year-old man threw a bottle and hit the singer during a concert in Richmond.

Police said Sunday the man has been charged with aggravated assault. Authorities have not identified him.

The Richmond Times-Dispatch reports that (http://bit.ly/17PhlkD ) Frederick "Toots" Hibbert was treated at a hospital for a cut to his head and released.

Hibbert was hit by a glass bottle thrown from the crowd Saturday night as the band was performing at the Dominion Riverrock outdoor sports and music festival. The band stopped playing after he was hit.

Festival organizers say Hibbert was in good spirits despite the traumatic event and regretted that the concert had to be stopped early.

China offers India a 'handshake across the Himalayas'

NEW DELHI (Reuters) - India and China will study new ways to ease tensions along their ill-defined border, Chinese Premier Li Keqiang said on Monday in his first foreign trip since taking office, which comes just weeks after a military stand-off between the Asian giants in the Himalayas.

The number two in the Chinese leadership offered New Delhi a "handshake across the Himalayas" and said the world's most populous nations could become a new engine for the global economy if they could avoid such irritants.

"Both sides believe that we need to improve the various border-related mechanisms that we have put into place and make them more efficient. We need to appropriately manage and resolve our differences," Li said at a joint news conference with India's Prime Minister Manmohan Singh, where both men appeared relaxed.

China and India disagree about large areas on their 4,000-km (2,500-mile) -long border and fought a brief but bloody war 50 years ago.

While there has not been a shooting incident in decades, the long-running dispute gets in the way of improving economic relations between neighbors, who account for 40 percent of the world's population and whose fast growing markets stand in contrast to the stagnant economies of the West.

Bilateral trade reached $66 billion last year but both sides believe the potential is much greater. In a joint statement that seemed to address Indian gripes about its $29 billion deficit with China, they agreed to address the imbalance, with specific reference to pharmaceuticals, IT services and agriculture.

India's Essar Group conglomerate is set to sign a $1 billion loan deal with China's China Development Bank and China's largest oil and gas producer PetroChina during the trip, sources said. They said the loan would be backed by the supply of refined products to PetroChina.

In an impromptu speech after an official welcome ceremony at India's colonial-era presidential palace earlier on Monday, Li said he wanted to build trust and cooperation on his trip.

"World peace and regional stability cannot be a reality without strategic mutual trust between India and China. And likewise, the development and prosperity of the world cannot be a reality without the cooperation and simultaneous development of China and India," he said.

Li said he chose New Delhi as his first destination on the four-nation tour to show how important India is for China and also because he had fond memories of visiting as a Communist youth leader 27 years ago.

EARLY SOLUTION?

While most observers think it will take years to resolve the border dispute, recent statements from Beijing suggest China's new leadership would like to speed things up, perhaps to shift its attention to disputes elsewhere in Asia, including the South China Sea.

Singh said negotiators will meet soon to seek an early agreement on a framework to settle the border, a goal that has so far eluded representatives in 15 rounds of high level negotiations since the 1980s.

The three week stand-off on the border that ended on May 3 was the latest reminder that sensitivity runs high. It distracted diplomats' attention from talks on investment and trade ahead of Li's trip and soured public opinion toward China in India.

The disagreement over who owns barren patches of the Ladakh plateau and the entire Indian state of Arunachal Pradesh means there is almost no road or rail connectivity between the giants.

At a meeting with Singh in Durban this year, Chinese President Xi Jinping said the two countries should seek a solution "as soon as possible" - a departure from previous language. His urgency was echoed in Delhi last week by foreign ministry spokesman Qin Gang, who said the two sides needed to "redouble efforts" to reach a solution at an "early date."

That will not be easy, not least because it is politically difficult for an Indian politician to concede territory to China. Protests by nationalist groups in Delhi and the northern state of Kashmir on Monday against Li's visit highlighted anti-China feeling among some Indians.

Prior to Monday's meetings, a senior official at the foreign ministry said India was skeptical of recent overtures and will wait to see if China will bring anything new to the table.

Among the measures being looked at to reduce the risk of border confrontations is allowing higher level meetings between regional military commanders, another Indian official said.

Also raised in meetings between the leaders was the issue of the Dalai Lama, who China considers a separatist and who lives in exile in India.

India repeated its position that the Dalai Lama is a spiritual and religious leader, a senior Indian government official said. On Monday, a protester dodged tight security to unfurl a banner saying "Tibet will be free" in front of the hotel where Li is staying in Delhi.

After India, Li is due to visit Pakistan, Switzerland and Germany and is likely to carry a message that China wants more open foreign relations and should not be seen as a threat.

"We stand ready to embrace the world with a more open mind and hope that the world will view China with a calm frame of mind," he wrote in a newspaper editorial published on Monday.

Link between childhood ADHD and obesity revealed in first long-term study

May 20, 2013 ? A new study conducted by researchers at the Child Study Center at NYU Langone Medical Center found men diagnosed as children with attention-deficit/hyperactivity disorder (ADHD) were twice as likely to be obese in a 33-year follow-up study compared to men who were not diagnosed with the condition.

The study appears in the May 20 online edition of Pediatrics.

"Few studies have focused on long-term outcomes for patients diagnosed with ADHD in childhood. In this study, we wanted to assess the health outcomes of children diagnosed with ADHD, focusing on obesity rates and Body Mass Index," said lead author Francisco Xavier Castellanos, MD, Brooke and Daniel Neidich Professor of Child and Adolescent Psychiatry, Child Study Center at NYU Langone. "Our results found that even when you control for other factors often associated with increased obesity rates such as socioeconomic status, men diagnosed with ADHD were at a significantly higher risk to suffer from high BMI and obesity as adults."

According to the Centers for Disease Control and Prevention, ADHD is one of the most common neurobehavioral disorders, often diagnosed in childhood and lasting into adulthood. People with ADHD typically have trouble paying attention, controlling impulsive behaviors and tend to be overly active. ADHD has an estimated worldwide prevalence of five percent, with men more likely to be diagnosed than women.

The prospective study included 207 white men diagnosed with ADHD at an average age of 8 and a comparison group of 178 men not diagnosed with childhood ADHD, who were matched for race, age, residence and social class. The average age at follow up was 41 years old. The study was designed to compare Body Mass Index (BMI) and obesity rates in grown men with and without childhood ADHD.

Results showed that, on average, men with childhood ADHD had significantly higher BMI (30.1 vs. 27.6) and obesity rates (41.1 percent vs. 21.6 percent) than men without childhood ADHD.

"The results of the study are concerning but not surprising to those who treat patients with ADHD. Lack of impulse control and poor planning skills are symptoms often associated with the condition and can lead to poor food choices and irregular eating habits," noted Dr. Castellanos. "This study emphasizes that children diagnosed with ADHD need to be monitored for long-term risk of obesity and taught healthy eating habits as they become teenagers and adults."

The research was supported by grants MH-18579 and T32 MH-067763 from the National Institute of Mental Health, grant DA-16979 from the National Institute on Drug Abuse and grant PIOF-253103 from the European Commission.

Boselli said.? ?It becomes all about that ? whether he is going to play, whether it?s going to work ? and the rest of the team is saying, ?We?re trying to win ballgames.?? I feel bad for Tim because I don?t think it?s all his fault.? It?s outside circumstances and people who are making it tough on him.?

    Still, Tebow?s image feels partially scripted and contrived.? Though he seems to be a good person, there?s a too-good-to-be-completely-true element that Tebow and/or those close to him possibly have helped perpetuate.? Many casual fans have bought it completely, prompting them to skew their view of his football abilities.

    Unless a team is willing to embrace Tebow and Tebowmania, making him the starting quarterback no matter how bad he is in practice or the first 3.75 quarters of a close game, it won?t work.? With no team willing to do that for 2013, the question becomes whether a team that stinks this season will decide that, for 2014, it can stink again without Tebow ? or it can stink with him.

    Genome sequence of Tibetan antelope sheds new light on high-altitude adaptation

    May 17, 2013 ? How can the Tibetan antelope live at elevations of 4,000-5,000m on the Qinghai-Tibetan Plateau? Investigators rom Qinghai University, BGI, and other institutes now provide evidence of genetic factors that may be associated with the species' adaption to harsh highland environments. The data in this work will also provide implications for studying specific genetic mechanisms and the biology of other ruminant species.

    The Tibetan antelope (Pantholops hodgsonii) is a native of the high mountain steppes and semi-desert areas of the Tibetan plateau. Interestingly, it is the only member of the genus Pantholops. Tibetan antelope is a medium sized antelope with the unique adaptations to against the harsh high-altitude climate. For non-native mammals such as humans, they may experience life-threatening acute mountain sickness when visiting high-altitude regions.

    In this study, researchers suggest that Tibetan antelopes must have evolved exceptional mechanisms to adapt to this extremely inhospitable habitat. Using next-gen sequencing technology, they have decoded the genome of Tibetan antelope and studied the underlying genetic mechanism of high-altitude adaptations.

    Through the comparison between Tibetan antelope and other plain-dwelling mammals, researchers found the Tibetan antelope had the signals of adaptive evolution and gene-family expansion in genes associated with energy metabolism and oxygen transmission, indicating that gene categories involved in energy metabolism appear to have an important role for Tibetan antelope via efficiently providing energy in conditions of low partial pressure of oxygen (PO2).

    Further research revealed that both the Tibetan antelope and the highland American pika have signals of positive selection for genes involved in DNA repair and the production of ATPase. Considering the exposure to high levels of ultraviolet radiation, positive selective genes related to DNA repair may be vital to protect the Tibetan antelope from it.

    Qingle Cai, Project manager from BGI, said, "The completed genome sequence of the Tibetan antelope provides a more complete blueprint for researchers to study the genetic mechanisms of highland adaptation. This work may also open a new way to understand the adaptation of the low partial pressure of oxygen in human activities."

    Bombs targeting Sunnis kill at least 76 in Iraq

    BAGHDAD (AP) ? Bombs struck Sunni areas in Baghdad and surrounding areas Friday, killing at least 76 people in the deadliest day in Iraq in more than eight months, officials said, as a spike in violence has raised fears the country could be on the path to a new round of sectarian bloodshed.

    The attacks in Baghdad and surrounding areas pushed the three-day Iraqi death toll to 130, including Shiites at bus stops and outdoor markets in scenes reminiscent of the retaliatory attacks between the Islamic sects that pushed the country to the brink of civil war in 2006-2007.

    Tensions have been intensifying since Sunnis began protesting what they say is mistreatment at the hands of the Shiite-led government, including random detentions and neglect. The protests, which began in December, have largely been peaceful, but the number of attacks rose sharply after a deadly security crackdown on a Sunni protest camp in the country's north on April 23.

    Majority Shiites control the levers of power in post-Saddam Hussein Iraq. Wishing to rebuild the nation rather than revert to open warfare, they have largely restrained their militias over the past five years or so as Sunni extremist groups such as al-Qaida have targeted them with occasional large-scale attacks. An increase attacks against Sunni mosques has fed concerns about a return to retaliatory warfare.

    The deadliest blast on Friday struck worshippers as they were leaving the main Sunni mosque in Baqouba, a former Sunni insurgent stronghold 60 kilometers (35 miles) northeast of Baghdad. Another explosion went off shortly afterward as people gathered to help the wounded, leaving at least 41 dead and 56 wounded, according to police and hospital officials. Bloodied bodies were strewn across the road outside the mosque.

    Grocery store owner Hassan Alwan was among the worshippers who attended the Friday prayer in the al-Sariya mosque. He said he was getting ready to leave after Friday prayers when he heard the explosion, followed a few minutes later by another.

    "We rushed into the street and saw people who were killed and wounded, and other worshippers asking for help," he said. "I do not where the country is headed amid these attacks against both Sunnis and Shiites in Iraq."

    Baqouba was the site of some of the fiercest fighting between U.S. forces and al-Qaida in Iraq and other Sunni insurgents during the war.

    Later Friday, a roadside bomb exploded during a Sunni funeral procession in Madain, about 20 kilometers (12 miles) south of Baghdad, killing eight mourners and wounding 11, police said. Two medical officials confirmed the casualties.

    Another explosion struck a cafe in Fallujah, 65 kilometers (40 miles) west of Baghdad, killing two people and wounding nine, according to police and hospital officials.

    In Baghdad, a bomb exploded near a shopping center during evening rush hour in the mainly Sunni neighborhood of Amariyah, killing 21 people and wounding 32. That was followed by another bomb in a commercial district in Dora, another Sunni neighborhood, which killed four people and wounded 22, according to officials.

    All officials spoke on condition of anonymity because they are not authorized to brief reporters.

    Iraqis have grown used to a cycle of high-profile bombings

    It was the deadliest day since Sept. 9 when 92 people were killed, according to an Associated Press tally.

    The attacks on Sunnis came after two days of car bombs targeting Shiite areas in Baghdad and other attacks that left 21 people dead on Thursday and 33 on Wednesday.

    The violence was the latest to hit a Sunni Muslim house of worship, a trend that has been on the rise. About 30 Sunni mosques have been attacked between mid-April to mid-May, killing more than 100 Sunni worshippers.

    Meanwhile, hundreds of Iraqis attended the Friday funeral in a southern city of two Shiite fighters killed in Syria. Several such funerals have been held in recent months, the latest sign that that conflict has taken on a sectarian regional dimension.

    In oil-rich Basra, mourners carried the coffin of Mohammed Aboud, whom they say was killed by sniper fire near the shrine of Sayida Zeinab outside the Syrian capital Damascus five days earlier.

    They said Aboud went to Iran two months ago before flying to Syria in order to join a group of fighters protecting that country's Shiite shrines against attacks launched by the rebel Free Syrian Army.

    For months, Iraqi Shiite fighters have trickled into Syria, where mostly Sunni rebels are fighting a regime dominated by a Shiite offshoot sect. Their relatives say the fighters are drawn by a sense of religious duty to protect the Sayida Zeinab shrine, which marks what is believed to be the grave of the granddaughter of the Prophet Muhammad. Iraq remains officially neutral in the Syrian conflict.

    Fired Amy's Baking Company Employee Reportedly Gives Reddit AMA, Calls Owner 'Demonic'

    It's been a rough week for the owners of Amy's Baking Company, featured recently on a May 10 episode of Gordon Ramsay's "Kitchen Nightmares"; but they're not out of the woods just yet. Someone claiming to be an ex-employee of the restaurant is speaking out about the couple's antics.

    During the episode, Amy and Samy Bouzaglo terrorize staff, obliviously serve up inedible meals and even fire a young employee named Katy, whom Amy calls "a poisonous little viper." After the disastrous footage aired, the Facebook page for Amy's Baking Company's lashed out at critics with a series of insults and expletives. The company now insists that several of its social media accounts and its website were hacked.

    On Wednesday, a Redditor claiming to be Katy -- and posting under the name Katycipriano -- gave her side of the story in an "Ask Me Anything" Q&A on Reddit. (The Reddit user called herself a waitress, though the show identified Katy as a food runner.)

    According to Katycipriano, most of what the cameras recorded was accurate. "None of amy or samy's actions were staged," she wrote of the episode. "People may have purposely sent back their food or falsely complained for a chance to be on tv, but that's about it. everything else was 100% real."

    She also wrote that the owners took all of her tips at the end of the day, just as was shown on the show.

    While Katy told a Redditor that she did regret crying on live television, the former waitress also claimed that she doesn't regret working at the restaurant. Over all, she said, it was good experience.

    "I think the show just brought out Amy's inner demonic soul," Katycipriano added.

    Forbes' Kelly Clay notes that, if anything, the whole incident should serve as a social media lesson for business owners: Insulting your critics online won't help your case and may only encourage more criticism.

    A representative for Amy's Baking Company was not immediately available to comment.

    'WWE 2K14' release date announced

    NEW YORK ? WWE and 2K announced this week that "WWE 2K14" will hit stores Oct. 29 in the U.S., followed by a Nov. 1 European release.

    (AP) ? A remote Alaska volcano continues to erupt, spewing lava and ash clouds.

    The Alaska Volcano Observatory said Thursday a continuous cloud of ash, steam and gas from Pavlof Volcano has been seen 20,000 feet above sea level. The cloud was moving to the southeast Thursday.

    John Power, the U.S. Geological Survey scientist in charge at the observatory, estimates the lava fountain rose several hundred feet into the air.

    Onsite seismic instruments are picking up constant tremors from the eruption at Pavlof, located about 625 miles southwest of Anchorage.

    Residents of Cold Bay, 37 miles away, have reported seeing a glow from the summit.

    Pavlof is among the most active volcanoes in the Aleutian arc, with nearly 40 known eruptions, according to the observatory.

    WASHINGTON (AP) ? Don't look for the outcry over the Internal Revenue Service's improper targeting of tea party groups to subside with the ouster of the agency's acting commissioner.

    Three congressional committees are investigating and the FBI is looking into potential civil rights violations at the IRS, Attorney General Eric Holder said.

    Other potential crimes include making false statements to authorities and violating the Hatch Act, which prohibits federal employees from engaging in some partisan political activities, Holder said.

    President Barack Obama said Treasury Secretary Jacob Lew had asked for and accepted Steven T. Miller's resignation.

    "Americans are right to be angry about it, and I am angry about it," Obama said Wednesday evening in a televised statement from the White House. "I will not tolerate this kind of behavior in any agency but especially in the IRS, given the power that it has and the reach that it has into all of our lives."

    Miller's ouster came five days after an IRS supervisor publicly revealed that agents had improperly targeted groups with "tea party" or "patriots" in their applications for tax-exempt status. It came a day after an inspector general's report blamed ineffective management in Washington for allowing it to happen for more than 18 months.

    The report said tea party groups were asked inappropriate questions about their donors, their political affiliations and their positions on political issues, resulting in delays averaging nearly two years for applications to be processed.

    Miller, a 25-year IRS veteran, took over the agency in November, when the five-year term of Commissioner Douglas Shulman ended. Shulman was appointed by President George W. Bush.

    Obama has yet to nominate a permanent successor. A new acting commissioner was not announced Wednesday evening.

    In an email to employees, Miller said: "This has been an incredibly difficult time for the IRS given the events of the past few days, and there is a strong and immediate need to restore public trust in the nation's tax agency. I believe the service will benefit from having a new acting commissioner in place during this challenging period."

    At the time when tea party groups were targeted, Miller was a deputy commissioner who oversaw the division that dealt with tax-exempt organizations.

    The report by the Treasury inspector general for tax administration does not indicate that Miller knew conservative groups were being targeted until after the practice ended. But documents show that Miller repeatedly failed to tell Congress that tea party groups were being targeted, even after he had been briefed on the matter.

    The IRS said Miller was first informed on May, 3, 2012, that applications for tax-exempt status by tea party groups were inappropriately singled out for extra, sometimes burdensome scrutiny.

    At least twice after the briefing, Miller wrote letters to members of Congress to explain the process of reviewing applications for tax-exempt status without disclosing that tea party groups had been targeted. On July 25, 2012, Miller testified before the House Ways and Means oversight subcommittee but again was not forthcoming on the issue ? despite being asked about it.

    In all, members of Congress sent at least eight letters to the IRS over the past two years, asking about complaints from conservative groups that they were being harassed by the IRS. None of the IRS responses acknowledged that conservative groups were targeted.

    Miller was scheduled to testify Friday at a Ways and Means hearing. A committee aide said Wednesday evening that Miller was still expected to attend the hearing.

    "These allegations are serious ? that there was an effort to bring the power of the federal government to bear on those the administration disagreed with, in the middle of a heated national election," said Senate Republican leader Mitch McConnell of Kentucky. "We are determined to get answers."

    The Justice Department opened its criminal investigation last Friday, Holder said.

    "I can assure you and the American people that we will take a dispassionate view of this," Holder told the House Judiciary Committee at a hearing Wednesday. "This will not be about parties, this will not be about ideological persuasions. Anybody who has broken the law will be held accountable."

    But, Holder said, it will take time to determine if there was criminal wrongdoing.

    Wednesday's hearing was the first of several in Congress that will focus on the issue. The House Oversight Committee announced Wednesday that it would hold a hearing May 22, featuring Lois Lerner, the head of the IRS division that oversees tax exempt organizations, and Shulman, the former commissioner.

    The Senate Finance Committee announced a hearing for next Tuesday.

    Bacteria are life forms, which, like all other life forms, struggle for the best living conditions for themselves. Therefore they will try to avoid getting attacked by the human immune system, and therefore they have developed various ways to protect themselves from the human immune system. When safe from the immune system, they can focus on breeding and multiplying, and if they become numerous enough, the human body will experience their presence as an infection. Some bacteria are relatively harmless, while others are fatal. The bacteria avoid being attacked by the human immune system by forming a biofilm - a surface to protect them against the immune system.

    "The biofilm contributes to bacterial resistance, and that can cause severe, persistent infections around heart valve implants and in lungs and the urinary tract," explains postdoc. Mikkel Girke J?rgensen from the Department of Biochemistry and Molecular Biology at the University of Southern Denmark. Together with professor Poul Valentin-Hansen from the same institution and scientists from American Eunice Kennedy Shriver National Institute of Child Health and Human Development, Bethesda, and Georgetown University Medical Center, Washington DC, he stands behind the new discovery.

    The researchers now understand the underlying regulatory mechanisms behind the formation of biofilms. The mechanism involves small RNA molecules, which can affect bacterial gene expression and thus the decision of whether to form biofilm or not.

    Bacteria can move by using their so-called flagella to swim with. When they need to form biofilms, they "turn off" the flagella, stop moving and start to form a biofilm.

    "We have now established what decides whether they swim or not - and that determines whether they form biofilms or not," explains Mikkel Girke J?rgensen and continues:

    "Prospects for the pharmaceutical industry are huge. This increased understanding of biofilm formation may be the first step in creating new ways to treat complicated infections in the future. "

    COX'S BAZAR, Bangladesh (AP) ? Cyclone Mahasan weakened Thursday afternoon into a tropical storm and then dissipated, causing far less damage than had been feared as it passed over Bangladesh and spared Myanmar almost entirely, meteorological officials said.

    At least 45 deaths related to Mahasen were reported in Bangladesh, Myanmar and Sri Lanka, but officials had prepared for a far greater storm. Bangladesh evacuated 1 million people from coastal areas and the United Nations warned that 8.2 million people could face life-threatening conditions.

    The cyclone lost power as it shed huge amounts of rainfall and then veered west of its predicted path, sparing major Bangladeshi population areas, including Chittagong and the seaside resort of Cox's Bazar, said Mohammad Shah Alam, director of the Bangladesh Meteorological Department.

    Coastal regions were also spared major damage because the storm hit during low tide, which meant there was no major tidal surge, he said.

    "Thank God we have been spared this time," local government administrator Ruhul Amin said.

    The storm's impact in Myanmar's Rakhine state, where officials were having trouble evacuating tens of thousands of displaced Rohingya people, was minimal.

    "It's all over, and we are very relieved that we didn't have any unfortunate incident in Rakhine state due to the cyclone," Win Myaing, Rakhine's regional spokesman said.

    In Cox's Bazar, tens of thousands of people had fled shanty homes along the coast and packed into cyclone shelters, hotels, schools and government office buildings. But by Thursday afternoon, the sun was shining and Amin said he planned to close the shelters by the evening.

    The storm's slow movement toward Bangladesh gave the government plenty of warning to get people to safety, Amin said.

    "But for the evacuation, the casualties would have been higher," he said.

    In addition, river ferries and boat services were suspended, and scores of factories near the choppy Bay of Bengal were closed. The military said it kept 22 navy ships and 19 Air Force helicopters at the ready. By Thursday night, ferry service had resumed.

    A 1991 cyclone that slammed into Bangladesh from the Bay of Bengal killed an estimated 139,000 people and left millions homeless. In 2008, Myanmar's southern delta was devastated by Cyclone Nargis, which swept away entire farming villages and killed more than 130,000 people. Both those cyclones were much more powerful than Mahasen, which hit land with maximum wind speeds of about 100 kph (62 mph) and quickly weakened, said Alam, the meteorological official.

    By the time it hit Chittagong and Cox's Bazar, wind speeds had plunged to 25 kph (16 mph), Alam said. The storm then dissipated entirely, he said.

    Bangladesh's government said at least 10 people were killed by the storm across the nation's vast coastal region, most either from the collapse of mud walls or hit by fallen trees.

    Related heavy rains and flooding in Sri Lanka were blamed for eight deaths earlier this week.

    At least eight people ? and possibly many more ? were killed in Myanmar as they fled the cyclone Monday night, when overcrowded boats carrying more than 100 Rohingya capsized. Only 43 people had been rescued by Thursday, and more than 50 were still missing.

    Babul Akther, a Bangladeshi police official in Tekhnaf close to Myanmar border, said police there found 19 bodies Thursday in the Naaf River, which separates the two nations. He said most of the decomposing bodies were of children, and they suspect they are victims of the boats filled with Rohingya that capsized Monday.

    Much attention was focused on western Myanmar because of the crowded, low-lying camps where many Rohingya refused to evacuate.

    U.N. officials, hoping they would inspire greater trust, had fanned out across the area to encourage people to leave.

    In Rakhine state, around 140,000 people ? mostly Rohingya ? have been living in the camps since last year, when two outbreaks of sectarian violence between the Muslim minority and ethnic Rakhine Buddhists forced many Rohingya from their homes.

    Nearly half the displaced live in coastal areas that were considered highly vulnerable to storm surges and flooding from Cyclone Mahasen.

    "Pack and leave," a Rakhine state official, U Hla Maung, warned before the storm hit as he walked through a camp near Sittwe, the state capital. Accompanied by more than a dozen soldiers and riot police, he suggested that people living there move to a nearby railroad embankment, then left without offering help.

    Some Rohingya took down their tents and hauled their belongings away in cycle-rickshaws, or carried them in bags balanced on their heads.

    Ko Hla Maung, an unemployed fisherman, was among those who had not left as of Thursday morning.

    "We have no safe place to move, so we're staying here, whether the storm comes or not," he said. "... The soldiers want to take us to a village closer to the sea, and we're not going to do that. ... If the storm is coming, then that village will be destroyed."

    (AP) ? NASA's Kepler planet-hunting telescope is broken, potentially jeopardizing a mission that opened up whole new possibilities on life outside the solar system.

    If engineers can't find a fix, the malfunction could mean an end to the $600 million mission's planet search, although the space agency wasn't ready to call it quits Wednesday.

    "I wouldn't call Kepler down-and-out just yet," said NASA sciences chief John Grunsfeld.

    NASA said the spacecraft lost the second of four wheels that control the telescope's orientation in space. Over the next few weeks, engineers will try to repair the wheel or find another solution. The telescope could be used for other purposes even if it can no longer track down planets.

    Kepler was launched in 2009 in search of Earth-like planets. So far, it has confirmed 132 planets and spotted more than 2,700 potential ones. So far only two planets seem like ideal places for some sort of life to flourish.

    While ground telescopes can hunt for planets outside our solar system, Kepler is much more advanced.

    For the past four years, Kepler has focused its telescope on a patch of the Milky Way hosting more than 150,000 stars, recording slight dips in brightness ? a sign of a planet passing in front of the star.

    Now "We can't point where we need to point. We can't gather data," deputy project manager Charles Sobeck told The Associated Press.

    Sobeck said there's a backlog of data that scientists still need to analyze even if Kepler's planet-hunting days may be numbered.

    Last month, astronomers announced Kepler's discovery of two distant worlds that are the best candidates for habitable planets. The other planets found by Kepler haven't fit all the criteria that would make them right for life of any kind ? from microbes to man.

    The mission is managed by the NASA Ames Research Center in Northern California.
