Russia pushes Syria to hold talks with opposition - World News

Russia urged the Syrian government on Friday to act on its stated readiness for dialogue with its opponents, throwing its weight behind a diplomatic push to end a 21-month-old conflict in Syria.

Russian Foreign Minister Sergei Lavrov said he had urged Syrian Deputy Foreign Minister Faisal Makdad to emphasize his government's openness to dialogue with the opposition during talks in Moscow on Thursday.

"We actively encouraged ... the Syrian leadership to make as concrete as possible its declared readiness for dialogue with the opposition," Lavrov told reporters after talks with his Egyptian counterpart Mohamed Kamel Amr in Moscow.


He said the Syrian government should stress its readiness for talks on the widest possible range of matters, in line with an international agreement in Geneva last June calling for a transitional government.

"I think a realistic and detailed assessment of the situation inside Syria will prompt reasonable opposition members to seek ways to start a political dialogue," added Lavrov, who last week said that neither side would win by force.

Putin says fate of Assad unimportant to him

Russia expects to meet a senior U.S. diplomat on Syria next month to discuss with international Syria envoy Lakhdar Brahimi his plans to end the civil war there, the Kremlin's envoy to the region said earlier on Friday.

Brahimi will visit Moscow on Saturday for talks on the results of his negotiations with Syrian President Bashar Assad and his opponents during a five-day trip to Damascus in which he called for political change to end the bloodshed.

"We will listen to what Lakhdar Brahimi has to say about the situation in Syria, and after that, probably, there will be a decision to hold a new meeting of the 'three Bs'," Deputy Foreign Minister Mikhail Bogdanov told the RIA news agency -- in a word play on the first letter of the diplomats' last names.

Bogdanov, U.S. Undersecretary of State William Burns and Brahimi, the joint special representative of the United Nations and the Arab League, agreed that a political solution to the crisis was necessary and possible in talks earlier this month.

Bogdanov, the Kremlin's special envoy for Middle East Affairs, said the three would meet again in January after the holidays.

Russia has also invited the head of the internationally-recognized, opposition Syrian National Council, Moaz al-Khatib, to talks, he said, in comments that appeared underline Moscow's commitment to helping Brahimi seek a way out of the crisis.

Brahimi, who has called for a transitional government to rule until elections, is trying to broker a peaceful transfer of power in Syria, where more than 44,000 people have been killed in a revolt against four decades of Assad family rule.

Past peace efforts have floundered as what began as peaceful protests in March 2011 turned into civil war. The conflict has become an increasingly sectarian struggle between mostly Sunni Muslim rebels and Assad's security forces, drawn primarily from his Shiite-rooted Alawite minority.

Assad forces accused of using 'poisonous gases'

World powers think Russia, which has given Assad military and diplomatic aid during the uprising, has the ear of Syria's government and must be a central player in any peace talks.

Moscow has tried to distance itself from Assad in recent months and has denied it is propping him up. But it maintains Assad's exit cannot be a precondition for talks and has repeatedly said Western powers should not impose solutions on Syria.

Lavrov warned on Thursday that time was running out to find a peaceful solution to the conflict and halt a descent into "bloody chaos".

Snowstorm heads east after South twisters; 3 dead

MOBILE, Ala. (AP) ? An enormous storm system that dumped snow and sleet on the nation's midsection and unleashed damaging tornadoes around the Deep South began punching its way toward the Northeast on Wednesday, slowing holiday travel.

Post-Christmas travelers braced for flight delays and a raft of weather warnings for drivers, a day after rare winter twisters damaged buildings in Louisiana and Alabama. The storm system headed from the Gulf Coast to New England has been blamed for three deaths and several injuries, though no one was killed outright in the tornadoes. The storms also left more than 100,000 without power for a across the South, darkening Christmas celebrations.

Severe thunderstorms were forecast for the Carolinas while a line of blizzard and winter storm warnings stretched from Arkansas up the Ohio River to New York and all the way to Maine.

Rick Cauley's family was hosting relatives for Christmas when tornado sirens went off in Mobile. Not taking any chances, he and his wife, Ashley, hustled everyone down the block to take shelter at the athletic field house at Mobile's Murphy High School in Mobile.

It turns out, that wasn't the place to head.

"As luck would have it, that's where the tornado hit," Cauley said. "The pressure dropped and the ears started popping and it got crazy for a second." They were all fine, though the school was damaged, as were a church and several homes, but officials say no one was seriously injured.

Camera footage captured the approach of the large funnel cloud.

Mobile was the biggest city hit by numerous twisters. Along with brutal, straight-line winds, the storms knocked down countless trees, blew the roofs off homes and left many Christmas celebrations in the dark. Torrential rains drenched the region and several places saw flash flooding.

More than 325 flights around the U.S. were canceled as of Wednesday morning, according to the flight tracker FlightAware.com. The cancelations were mostly spread around airports that had been or soon would be in the path of the storm.

Holiday travelers in the nation's much colder midsection battled treacherous driving conditions from freezing rain and blizzard conditions from the same fast-moving storms. In Arkansas, highway department officials said the state was fortunate the snowstorm hit on Christmas Day when many travelers were already at their destinations.

Texas, meanwhile, dealt with high winds and slickened highways.

On Tuesday, winds toppled a tree onto a pickup truck in the Houston area, killing the driver, and a 53-year-old north Louisiana man was killed when a tree fell on his house. Icy roads already were blamed for a 21-vehicle pileup in Oklahoma, and the Highway Patrol there says a 28-year-old woman was killed in a crash on a snowy U.S. Highway near Fairview.

Trees fell on homes and across roadways in several communities in southern Mississippi and Louisiana. Mississippi Gov. Phil Bryant declared a state of emergency, saying eight counties reported damages and some injuries.

It included McNeill, where a likely tornado damaged a dozen homes and sent eight people to the hospital, none with life-threatening injuries, said Pearl River County emergency management agency director Danny Manley.

The snowstorm that caused numerous accidents pushed out of Oklahoma late Tuesday, carrying with it blizzard warnings for parts of northeast Arkansas, where 10 inches of snow was forecast. Freezing rain clung to trees and utility lines in Arkansas and winds gusts up to 30 mph whipped them around, causing about 71,000 customers to lose electricity for a time.

Christmas lights also were knocked out with more than 100,000 customers without power for at least a time in Texas, Arkansas, Oklahoma, Mississippi, Louisiana and Alabama.

Blizzard conditions were possible for parts of Illinois, Indiana and Kentucky up to Cleveland with predictions of several inches to a foot of snow. By the end of the week, that snow was expected to move into the Northeast with again up to a foot predicted

Jason Gerth said the Mobile tornado passed by in a few moments and from his porch, he saw about a half-dozen green flashes in the distance as transformers blew. His home was spared.

"It missed us by 100 feet and we have no damage," Gerth said.

In Louisiana, quarter-sized hail was reported early Tuesday in the western part of the state and a WDSU viewer sent a photo to the TV station of what appeared to be a waterspout around the Lake Pontchartrain Causeway in New Orleans. There were no reports of crashes or damage.

Some mountainous areas of Arkansas' Ozark Mountains could get up to 10 inches of snow, which would make travel "very hazardous or impossible" in the northern tier of the state from near whiteout conditions, the weather service said.

The holiday may conjure visions of snow and ice, but twisters this time of year are not unheard of. Ten storm systems in the last 50 years have spawned at least one Christmastime tornado with winds of 113 mph or more in the South, said Chris Vaccaro, a National Weather Service spokesman in Washington, via email.

The most lethal were the storms of Dec. 24-26, 1982, when 29 tornadoes in Oklahoma, Missouri, Arkansas, Tennessee and Mississippi killed three people and injured 32.

In Mobile, a large section of the roof on the Trinity Episcopal Church is missing and the front wall of the parish wall is gone, said Scott Rye, a senior warden at the church in the Midtown section of the city.

On Christmas Eve, the church with about 500 members was crowded for services.

"Thank God this didn't happen last night," Rye said.

That is just a small portion of the LGBT community. A portion who either are ?experimenting? or just confused on what they like but not all lesbians live like this.

I know of lesbians who are in committed, loving relationships and don?t do the open relationships or have sex with everyone they come across. Most lesbians really do want that one person to be committed too and committed to them. Being lesbian is not about sleeping with a bunch of women and having threesomes and such. Just like heterosexual couples and gay men, lesbians want to be committed to one person as well. It?s sad though when Hollywood portrays lesbians as such and college girls think that?s what being lesbian is about and want to ?experiment.? When truthfully that isn?t the real lesbian lifestyle but society making a mockery of the lesbian lifestyle. Being lesbian isn?t a trend or something you choose but an attraction to someone you love/like and have real feelings for. It?s not about being a player and getting as many girls you can or trying a threesome with your boyfriend. Society has distorted what the real lesbian lifestyle is like but if you watch the show ?The L Word? you can get a better glimpse of what lesbians go through. Where each character represents everything from being in a committed relationship with kids to the player type.

Analysts' Roundtable: What Does 2013 Hold for ... - Investing Daily

On the whole, 2012 has been relatively positive for stocks. The Dow Jones Industrial Average has risen roughly 8% since the beginning of the year, but we?ve seen some wild swings along the way.

Some of the strongest volatility has come in the wake of the November presidential election as investors have tightened their focus on the fiscal cliff?an array of harsh spending cuts and massive tax hikes that could kick in January 1 unless Congress and the president can come to an agreement.?

With all that in mind, and with the new year upon us, it couldn?t be a better time to round up some of our Investing Daily editors?investment pros who spend every day poring over the numbers and uncovering winning stocks for their readers?to get a sense of what they see ahead. They?ve also supplied some of their favorite stocks for 2013. Read on for their latest thoughts.

John Persinos, Managing Director, Investing Daily and Personal Finance

The Good:

Persinos sees significant underlying strength in the economy that he feels is being overlooked by investors.

?I think the economy could have a good year after a long period of uncertainty,? he said. ?We?ve got hard data that points to a housing rebound. Plus we?ve now got this natural gas boom due to the increase in production from shale rock. Corporate profits are hitting records, credit is looser, and there is a lot of pent-up demand waiting to be shaken loose that could trigger growth.?

The Bad:

Uncertainty surrounding the fiscal cliff risks undermining growth, says Persinos, but investors are putting too much emphasis on the hype surrounding the negotiations.

?Washington has to avoid messing things up,? he says. ?However, I?m one of the few that feels that the disaster forecasts related to the fiscal cliff are overwrought. If we go over the cliff, it could shave 1 or 2 points off of GDP next year, but there is always a chance they will arrive at a deal that?s worse. And even if we go off the cliff or experience another crash, the situation will be different than 2008. Unlike then, companies are sitting on huge hoards of cash that they can use as a cushion.?

Sectors He?s Watching:

One sector Persinos sees as well-positioned for gains next year is aviation, especially in emerging markets, where spreading wealth is giving consumers a taste for the good life?and that means hopping on a plane.

He also points out that China is building its own aircraft manufacturing industry instead of relying on outside manufacturers. That favors companies that make airplane parts, like General Electric (NYSE: GE). As well, Persinos likes defense stocks, something that may seem surprising given all the talk about cuts to military spending.

?I?ve worked in politics, and I can tell you that in the end, the Pentagon always gets its way,? he says. ?And there?s no reason to believe it won?t do so again. Plus, many defense stocks are trading at attractive valuations right now due to investor pessimism about the sector.?

Technology is another standout for Persinos, particularly on the mobile side. As well, he feels the long-suffering car business could see strong growth. ?The average age of the American car is now around 11 years,? he says. ?So there is going to be a lot of pent-up demand for new vehicles.?

Stocks He Likes:

  • General Electric (NYSE: GE)
  • The Boeing Company (NYSE: BA)
  • Apple Inc. (NasdaqGS: AAPL)
  • Intel Corp. (NasdaqGS: INTC)

Roger Conrad, Editor, Utility Forecaster

The Good:

Like Persinos, Roger Conrad feels the dangers surrounding the fiscal cliff are somewhat exaggerated. He sees an agreement and a return to growth ahead, but the path from here to there is far from even.

?It looks like we?re going to see some sort of a deal on the fiscal cliff and avoid the full shock,? he says. ?The resulting certainty will spur more investment. And as things start to firm up, we should start to see more spending. Also, there is good news out of Asia, with China in particular starting to pick up, and that?s offsetting some of what?s been happening in the U.S.?

The Bad:

?We are going to see some austerity,? he says. ?Taxes on investments are going to go up. Europe continues to be a headwind. However, this does mean less upward pressure on inflation and commodity prices. But businesses that are more leveraged to growth are in for some tough sledding. I think we?re likely to see some dividend cuts and disappointing earnings in the first few months of the year.?

Sectors He?s Watching:

Conrad is a leading expert on utility stocks and income investing, and he continues to see a number of strong investments in that area.

?I think utilities, pipelines and master limited partnerships will do well in this environment,? he says. ?Plus, a lot of investors have taken profits, so valuations have come down.?

?Companies that are leaders in their niches will have strong prospects,? he adds. ?It?s also important to look at firms that have taken care of their balance sheets and have reliable revenue. One reason I like pipelines is that their revenues are fee-based and not linked to volatile resource prices.?

Stocks He Likes:

  • Pipeline operator Enterprise Products Partners LP (NYSE: EPD);
  • Dominion Resources (NYSE: D), which operates pipelines, shipping terminals and natural gas storage and processing facilities;
  • Consolidated Communications Holdings (NasdagGS: CNSL), a telecom firm that provides broadband access in rural areas.

Google executives acquitted in Milan autism video case

MILAN (Reuters) - An Italy appeals court acquitted three Google executives of 2010 charges of having violated the privacy of an Italian boy with autism by letting a video of him being bullied be posted on the site in 2006.

The court's decision, in a public hearing, overturned a previous ruling in 2010 which had sentenced the executives to jail. Reasons for Friday's decision will be made public in 60 days.

"We are very happy that the earlier decision was not confirmed, and that the court of appeals recognized the innocence of our colleagues," said Google policy manager Giorgia Abeltino after the ruling was read.

"Our thoughts are with the boy and his family for the difficult moments they have endured."

Four students at a Turin school uploaded a mobile phone clip to Google Video in 2006 showing them bullying the boy. The prosecutors accused Google of negligence, saying the video remained online for two months even though some Web users had already posted comments asking for it to be taken down.

In February 2010, a court gave each of the three Google executives, none of whom were based in Italy, a six-month suspended jail sentence. Google has said the executives had nothing to do with the upload.

Senior vice-president and chief legal officer David Drummond, former Google Italy board member George De Los Reyes and global privacy counsel Peter Fleischer had not faced actual imprisonment as the sentences were suspended.

The complaint was brought by an Italian advocacy group for people with Down's Syndrome, Vivi Down, and the boy's father.

Vivi Down was a plaintiff because it was named by the boys in the video, a lawyer for the group said. The boy had autism, not Down's, as widely reported during the three years of the case.

Google had said it had removed the video immediately after being notified and cooperated with Italian authorities to help identify the bullies and bring them to justice.

It said that, as hosting platforms that do not create their own content, Google Video, YouTube and Facebook cannot be held responsible for content that others upload.

Dragonflies have human-like 'selective attention'

In a discovery that may prove important for cognitive science, our understanding of nature and applications for robot vision, researchers at the University of Adelaide have found evidence that the dragonfly is capable of higher-level thought processes when hunting its prey.

The discovery, to be published online today in the journal Current Biology, is the first evidence that an invertebrate animal has brain cells for selective attention, which has so far only been demonstrated in primates.

Dr Steven Wiederman and Associate Professor David O'Carroll from the University of Adelaide's Centre for Neuroscience Research have been studying insect vision for many years.

Using a tiny glass probe with a tip that is only 60 nanometers wide - 1500 times smaller than the width of a human hair - the researchers have discovered neuron activity in the dragonfly's brain that enables this selective attention.

They found that when presented with more than one visual target, the dragonfly brain cell 'locks on' to one target and behaves as if the other targets don't exist.

"Selective attention is fundamental to humans' ability to select and respond to one sensory stimulus in the presence of distractions," Dr Wiederman says.

"Imagine a tennis player having to pick out a small ball from the crowd when it's traveling at almost 200kms an hour - you need selective attention in order to hit that ball back into play.

"Precisely how this works in biological brains remains poorly understood, and this has been a hot topic in neuroscience in recent years," he says.

"The dragonfly hunts for other insects, and these might be part of a swarm - they're all tiny moving objects. Once the dragonfly has selected a target, its neuron activity filters out all other potential prey. The dragonfly then swoops in on its prey - they get it right 97% of the time."

Associate Professor O'Carroll says this brain activity makes the dragonfly a more efficient and effective predator.

"What's exciting for us is that this is the first direct demonstration of something akin to selective attention in humans shown at the single neuron level in an invertebrate," Associate Professor O'Carroll says.

"Recent studies reveal similar mechanisms at work in the primate brain, but you might expect it there. We weren't expecting to find something so sophisticated in lowly insects from a group that's been around for 325 million years.

"We believe our work will appeal to neuroscientists and engineers alike. For example, it could be used as a model system for robotic vision. Because the insect brain is simple and accessible, future work may allow us to fully understand the underlying network of neurons and copy it into intelligent robots," he says.

New chief of California's prisons named

SACRAMENTO ? Gov. Jerry Brown on Wednesday named a vocal advocate of shorter sentences and community treatment to run the state's crowded and troubled prison system.

Brown announced the selection of Jeffrey Beard, 65, the retired former Pennsylvania prisons chief, to succeed Matthew Cate, who stepped down last month after four years as secretary of corrections in California. Cate is now leader of the California State Assn. of Counties.

Beard, whose appointment is subject to Senate confirmation, spent nearly four decades in corrections in Pennsylvania, starting as a counselor and advancing to prison warden, eventually spending nine years as department head. He completed an expansion of that state's prison system, including the addition of 32,000 inmate beds.

He left in 2010, advocating for laws that put more criminals into work-treatment programs instead of prisons, telling lawmakers that an "over-reliance" on locking up non-serious offenders did little to improve public safety.

Though an official start date was not announced, Beard joins Brown's administration at a critical time. The Department of Corrections and Rehabilitation has until Jan. 7 to produce a plan for reducing prison crowding or face the renewed threat of federal orders to release inmates early.

In addition, a federal receiver is attempting to negotiate terms for California to resume control over the delivery of healthcare to inmates. And the parole and healthcare divisions are laying off staff.

In announcing the appointment, Brown said Beard "has arrived at the right time to take the next steps in returning California's parole and correctional institutions to their former luster."

Beard's successor in Pennsylvania says Beard will fit right in.

"I think you guys hit a home run," said Pennsylvania Corrections Secretary John Wetzel.

Wetzel, who was appointed eight months after Beard retired, said the former director weighed in frequently with crucial advice and provided input on new legislation intended to reduce prison crowding in that state and on expanding community treatment and diversion programs.

In 2008, Beard lent support to a proposal to ease county jail crowding by sending felons serving more than two years to state prison. But it allowed for medical release and early release of nonviolent offenders who completed treatment and education programs.

Andy Hoover, legislative director for the Pennsylvania branch of the American Civil Liberties Union, said Beard played an active role in developing corrections policies and promoting them before the Legislature.

But Beard has critics as well, some of whom hold him responsible for expanding the use of solitary confinement in Pennsylvania and for a two-month moratorium on parole releases after the murders of two Philadelphia police officers. The moratorium caused such overcrowding that Pennsylvania began sending inmates to serve time in other states.

Hoover said Beard was caught in a political bind, carrying out policies he had not set. "He was in an unfortunate position," Hoover said. "It was very much out of his hands."

Corrections historian Dan Berger, who was working on his doctoral degree at the University of Pennsylvania at the time, disagrees.

"Beard does not have a good reputation on health and human rights in prison," Berger said. "He gives more rhetoric to sentencing reform than believes it."

After retiring in 2010, Beard joined Pennsylvania State University's Justice Center for Research, and he has worked as a private consultant to a number of states, including California. He advised Sacramento on litigation over the care and housing of mentally ill offenders and has toured California prisons.

Beard is not shy about voicing opinions on where the criminal justice system fails. In 2010, he told Pennsylvania lawmakers that heavy reliance on incarceration of low-level offenders "has proven to have limited value in maintaining public safety."

"We must stop treating all offenders the same and move away from the 'get tough on crime' philosophy of locking up less serious offenders for longer periods of time," he told them.

In a 2005 commentary in an industry publication, Beard called for a rethinking of "who really belongs in prison" and an end to the then-popular "scared straight" programs he felt increased the likelihood that freed inmates would commit future crimes. "We must have the will to put an end to feel-good and/or publicly popular programs that simply do not work," Beard wrote.

Corrections officials said Beard was unavailable Wednesday but released a single statement quoting the incoming secretary as saying he was "honored" to be appointed "for this important public safety position."

Security at the?U.S. mission?in Benghazi,?Libya?was grossly inadequate to deal with a Sept. 11 attack that killed a U.S. ambassador and three others because of systemic failures within the?State Department, an official inquiry found on Tuesday.

In a scathing assessment, the review cited "leadership and management" deficiencies at two bureaus of the department, poor coordination among officials in Washington and "real confusion" on the ground over who had the responsibility, and the power, to make decisions that involved policy and security concerns.

The attack killed Ambassador?Christopher Stevens?and three other Americans and set off a political furor as Republicans used the issue to attack President?Barack Obama?before the Nov. 6 election.

The report's harsh assessment seemed likely to tarnish the four-year tenure of Secretary of State?Hillary Clinton, who said in a letter accompanying the review that she would adopt all of its recommendations.

"Systemic failures and leadership and management deficiencies at senior levels within two bureaus of the State Department ... resulted in a special mission security posture that was inadequate for Benghazi?and grossly inadequate to deal with the attack that took place," said the report by the official "Accountability Review Board."

The report specifically faulted the?State Department's Bureau of Near Eastern Affairs and its Bureau of Diplomatic Security.

The incident has raised questions about the adequacy of security at U.S. embassies around the globe and where to draw the line between protecting American diplomats in dangerous places while giving them enough freedom to do their jobs.

Jon Alterman, head of the?Middle East?program at the Center for Strategic and International Studies, said the assessment reflected poorly on Clinton and its recommendations would probably make life harder for diplomats in the field.

"This is a mark against Secretary Clinton. While she was not singled out, the report highlighted the lack of leadership and organization on security issues, and those fall into her bailiwick," Alterman said.

"The report, however, relies a little too much on bureaucratic fixes," he added. "Sprinkling people throughout the system who are not only empowered to say 'no,' but have an institutional interest in doing so, will make it harder for diplomats to get out of tightly guarded facilities."

The political uproar in the?United States?over the Benghazi?attack has already claimed one victim.

U.S. Ambassador to the?United Nations?Susan Rice, widely tipped as a front-runner to replace Clinton when she steps down as secretary of state early next year, last week withdrew her name from consideration, saying she wished to avoid a potentially disruptive?Senate?confirmation process.

GM to buy back 200M shares as part of gov't exit

DETROIT (AP) ? The Treasury plans to sell its remaining stake in General Motors over the next 15 months, allowing the automaker to shed the stigma of being partly owned by the U.S. government.

GM said Wednesday it will spend $5.5 billion to buy back 200 million shares from the Treasury by the end of this year. The government, in turn, plans to sell its remaining stake of 300 million shares on the open market over the next 12 to 15 months.

GM will pay $27.50 for each share, about an 8 percent premium over Tuesday's closing price of $25.49. The shares shot up about 7 percent to $27.30 in Wednesday morning trading.

The government is almost certain to lose billions on the $49.5 billion bailout that saved GM from being auctioned off in pieces during the financial crisis in 2008 and 2009. The Treasury says it will have recouped about $28.7 billion after GM completes its buyback. So, to break even, Treasury would have to sell the remaining 300 million shares for average of about $70 each.

GM says getting the government out of its business removes a major obstacle. Chief Financial Officer Dan Ammann told reporters that the company has market research showing that government ownership has held down sales of its cars and trucks.

"This is fundamentally good for the business," he said at a hastily called news conference Wednesday morning.

Almost immediately, GM will no longer be banned from owning a corporate jet or required to manufacture a certain percentage of GM cars and trucks in the U.S. GM says it already has exceeded the manufacturing requirements and will continue to do so for the foreseeable future. It has no immediate plans to buy or lease corporate jets.

Government-ordered pay restrictions will remain in effect until the Treasury completes the sale of its remaining 19 percent stake. Treasury said in a statement that the sale will be subject to market conditions.

If the government sells its remaining 300 million shares for $30 each, it would get another $9 billion. That means taxpayers would recoup around $38 billion, or about 77 percent of their investment. But they would still lose around $12 billion on the deal.

In 2008 and 2009, the Treasury bailed out GM to help stabilize and restructure the company. The bailouts of GM and Chrysler were part of the $700 billion Trouble Asset Relief Program created by Congress during the financial crisis in the fall of 2008.

"The auto industry rescue helped save more than a million jobs during a severe economic crisis," said Timothy Massad, Treasury's assistant secretary for financial stability. "The government should not be in the business of owning stakes in private companies for an indefinite period of time."

Massad said that exiting the GM investment "is consistent with our dual goals of winding down TARP as soon as practicable and protecting taxpayer interests."

Initially the government got 912 million shares in exchange for the money it lent GM. It sold 412 million shares for $33 apiece in GM's initial public stock offering in November of 2010.

GM shares rose shortly after the IPO, but then slid as the U.S. economic recovery slowed and Europe's economy took a turn for the worse. As the shares fell, the government balked at further sales.

Although GM is paying a premium for the government shares, Ammann GM's other shareholders benefit because the number of shares on the market will be reduced about 11 percent. That should increase the value of the remaining shares.

The move was approved by the GM board on Tuesday evening after the company got opinions from its management and financial advisers, GM said.
